Pre-State Israel: Under Ottoman Rule  (1517 - 1917)

Following the Ottoman conquest in 1517, the Land was divided into four districts and attached administratively to the province of Damascus and ruled from Istanbul. At the outset of the Ottoman era, an estimated 1,000 Jewish families lived in the country, mainly in JerusalemNablus (Shechem), HebronGazaSafed (Tzfat) and the villages of Galilee. The community was comprised of descendants of Jews who had never left the Land as well as immigrants from North Africa and Europe.
Orderly government, until the death (1566) of Sultan Suleyman the Magificent, brought improvements and stimulated Jewish immigration. Some newcomers settled in Jerusalem, but the majority went to Safed where, by mid-16th century, the Jewish population had risen to about 10,000, and the town had become a thriving textile center as well as the focus of intense intellectual activity. During this period, the study of Kabbalah (Jewish mysticism) flourished, and contemporary clarifications of Jewish law, as codified in the Shulhan Arukh, spread throughout the Diaspora from the study houses in Safad.
With a gradual decline in the quality of Ottoman rule, the country was brought to a state of widespread neglect. By the end of the 18th century, much of the land was owned by absentee landlords and leased to impoverished tenant farmers, and taxation was as crippling as it was capricious. The great forests of Galilee and the Carmel mountain range were denuded of trees; swamp and desert encroached on agricultural land.
The 19th century saw the first signs of progress, with various Western powers jockeying for position, often through missionary activities. British, French and American scholars launched studies of biblical geography and archaeology; Britain, France, Russia, Austria and the United States opened consulates in Jerusalem. Steamships began to ply regular routes between the Land and Europe; postal and telegraphic connections were installed; the first road was built connecting Jerusalem and Jaffa. The Land's rebirth as a crossroads for commerce of three continents was accelerated by the opening of the Suez Canal.
Consequently, the condition of the country's Jews slowly improved, and their numbers increased substantially. By mid-century, overcrowded conditions within the walled city of Jerusalem motivated the Jews to build the first neighborhood outside the walls (1860) and, in the next quarter century, to add seven more, forming the nucleus of the New City. By 1880, Jerusalem had an overall Jewish majority. Land for farming was purchased throughout the country; new rural settlements were set up; and the Hebrew language, long restricted to liturgy and literature, was revived. The stage was being set for the founding of the Zionist movement.

A common mis-perception is that the Jews were forced into the diaspora by the Romans after the destruction of the Second Temple in Jerusalem in the year 70 A.D. and then, 1,800 years later, suddenly returned to Palestine demanding their country back. In reality, the Jewish people have maintained ties to their historic homeland for more than 3,700 years. A national language and a distinct civilization have been maintained.
The Jewish people base their claim to the land of Israel on at least four premises: 1) God promised the land to the patriarch Abraham; 2) the Jewish people settled and developed the land; 3) the international community granted political sovereignty in Palestine to the Jewish people and 4) the territory was captured in defensive wars.
The term "Palestine" is believed to be derived from the Philistines, an Aegean people who, in the 12th Century B.C., settled along the Mediterranean coastal plain of what is now Israel and the Gaza Strip. In the second century A.D., after crushing the last Jewish revolt, the Romans first applied the name Palaestina to Judea (the southern portion of what is now called the West Bank) in an attempt to minimize Jewish identification with the land of Israel. The Arabic word "Filastin" is derived from this Latin name.
The Twelve Tribes of Israel formed the first constitutional monarchy in Palestine about 1000 B.C. The second king, David, first made Jerusalem the nation's capital. Although eventually Palestine was split into two separate kingdoms, Jewish independence there lasted for 212 years. This is almost as long as Americans have enjoyed independence in what has become known as the United States.
Even after the destruction of the Second Temple in Jerusalem and the beginning of the exile, Jewish life in Palestine continued and often flourished. Large communities were reestablished in Jerusalem and Tiberias by the ninth century. In the 11th century, Jewish communities grew in Rafah, Gaza, Ashkelon, Jaffa and Caesarea.
Many Jews were massacred by the Crusaders during the 12th century, but the community rebounded in the next two centuries as large numbers of rabbis and Jewish pilgrims immigrated to Jerusalem and the Galilee. Prominent rabbis established communities in Safed, Jerusalem and elsewhere during the next 300 years. By the early 19th century-years before the birth of the modern Zionist movement-more than 10,000 Jews lived throughout what is today Israel.
When Jews began to immigrate to Palestine in large numbers in 1882, fewer than 250,000 Arabs lived there, and the majority of them had arrived in recent decades. Palestine was never an exclusively Arab country, although Arabic gradually became the language of most the population after the Muslim invasions of the seventh century. No independent Arab or Palestinian state ever existed in Palestine. When the distinguished Arab-American historian, Princeton University Prof. Philip Hitti, testified against partition before the Anglo-American Committee in 1946, he said: "There is no such thing as 'Palestine' in history, absolutely not." In fact, Palestine is never explicitly mentioned in the Koran, rather it is called "the holy land" (al-Arad al-Muqaddash).
Prior to partition, Palestinian Arabs did not view themselves as having a separate identity. When the First Congress of Muslim-Christian Associations met in Jerusalem in February 1919 to choose Palestinian representatives for the Paris Peace Conference, the following resolution was adopted:
We consider Palestine as part of Arab Syria, as it has never been separated from it at any time. We are connected with it by national, religious, linguistic, natural, economic and geographical bonds.
In 1937, a local Arab leader, Auni Bey Abdul-Hadi, told the Peel Commission, which ultimately suggested the partition of Palestine: "There is no such country [as Palestine]! 'Palestine' is a term the Zionists invented! There is no Palestine in the Bible. Our country was for centuries part of Syria."
The representative of the Arab Higher Committee to the United Nations submitted a statement to the General Assembly in May 1947 that said "Palestine was part of the Province of Syria" and that, "politically, the Arabs of Palestine were not independent in the sense of forming a separate political entity." A few years later, Ahmed Shuqeiri, later the chairman of the PLO, told the Security Council: "It is common knowledge that Palestine is nothing but southern Syria."
Palestinian Arab nationalism is largely a post-World War I phenomenon that did not become a significant political movement until after the 1967 Six-Day War and Israel's capture of the West Bank.
Israel's international "birth certificate" was validated by the promise of the Bible; uninterrupted Jewish settlement from the time of Joshua onward; the Balfour Declaration of 1917; the League of Nations Mandate, which incorporated the Balfour Declaration; the United Nations partition resolution of 1947; Israel's admission to the UN in 1949; the recognition of Israel by most other states; and, most of all, the society created by Israel's people in decades of thriving, dynamic national existence.

British Palestine Mandate: History & Overview  (1922 - 1948)
The Mandate system was instituted by the League of Nations in the early 20th century to administer non-self-governing territories. The mandatory power, appointed by an international body, was to consider the mandated territory a temporary trust and to see to the well-being and advancement of its population.
In July 1922, the League of Nations entrusted Great Britain with the Mandate for Palestine. Recognizing "the historical connection of the Jewish people with Palestine," Great Britain was called upon to facilitate the establishment of a Jewish national home in Palestine-Eretz Israel (Land of Israel). Shortly afterwards, in September 1922, the League of Nations and Great Britain decided that the provisions for setting up a Jewish national home would not apply to the area east of the Jordan River, which constituted three-fourths of the territory included in the Mandate and which eventually became the Hashemite Kingdom of Jordan.
The British Mandate authorities granted the Jewish and Arab communities the right to run their internal affairs; thus the yishuv established the Elected Assembly and the National Council. The economy expanded, a Hebrew education network was organized and cultural life flourished.
The Mandatory government did not succeed in maintaining the letter and spirit of the Mandate. Under Arab pressure, it withdrew from its commitment, especially with respect to immigration and land acquisition. The White Papers of 1930 and 1939 restricted immigration and acquisition of land by Jews. Later, immigration was limited by the 1930 and 1939 White Papers, and land acquisition by Jews was severely restricted by the 1940 Land Transfer Regulations.
After the UN General Assembly adopted the resolution to partition Palestine on November 29, 1947, Britain announced the termination of its Mandate over Palestine, to take effect on May 15, 1948. On May 14, 1948, the State of Israel was proclaimed.


British Palestine Mandate: Text of the Mandate  (July 24, 1922)

The Council of the League of Nations

Whereas the Principal Allied Powers have agreed, for the purpose of giving effect to the provisions of Article 22 of the Covenant of the League of Nations, to entrust to a Mandatory selected by the said Powers the administration of the territory of Palestine, which formerly belonged to the Turkish Empire, within such boundaries as may be fixed by them; and
Whereas the Principal Allied Powers have also agreed that the Mandatory should be responsible for putting into effect the declaration originally made on November 2nd, 1917, by the Government of His Britannic Majesty, and adopted by the said Powers, in favor of the establishment in Palestine of a national home for the Jewish people, it being clearly understood that nothing should be done which might prejudice the civil and religious rights of existing non­Jewish communities in Palestine, or the rights and political status enjoyed by Jews in any other country; and
Whereas recognition has thereby been given to the historical connection of the Jewish people with Palestine and to the grounds for reconstituting their national home in that country; and
Whereas the Principal Allied Powers have selected His Britannic Majesty as the Mandatory for Palestine; and
Whereas the mandate in respect of Palestine has been formulated in the following terms and submitted to the Council of the League for approval; and
Whereas His Britannic Majesty has accepted the mandate in respect of Palestine and undertaken to exercise it on behalf of the League of Nations in conformity with the following provisions; and
Whereas by the afore­mentioned Article 22 (paragraph 8), it is provided that the degree of authority, control or administration to be exercised by the Mandatory, not having been previously agreed upon by the Members of the League, shall be explicitly defined by the Council of the League Of Nations; confirming the said Mandate, defines its terms as follows:
ARTICLE 1. The Mandatory shall have full powers of legislation and of administration, save as they may be limited by the terms of this mandate.
ARTICLE 2. The Mandatory shall be responsible for placing the country under such political, administrative and economic conditions as will secure the establishment of the Jewish national home, as laid down in the preamble, and the development of self­governing institutions, and also for safeguarding the civil and religious rights of all the inhabitants of Palestine, irrespective of race and religion.
ARTICLE 3. The Mandatory shall, so far as circumstances permit, encourage local autonomy.
ARTICLE 4. An appropriate Jewish agency shall be recognised as a public body for the purpose of advising and co­operating with the Administration of Palestine in such economic, social and other matters as may affect the establishment of the Jewish national home and the interests of the Jewish population in Palestine, and, subject always to the control of the Administration to assist and take part in the development of the country.
The Zionist organization, so long as its organization and constitution are in the opinion of the Mandatory appropriate, shall be recognised as such agency. It shall take steps in consultation with His Britannic Majesty's Government to secure the co­operation of all Jews who are willing to assist in the establishment of the Jewish national home.
ARTICLE 5. The Mandatory shall be responsible for seeing that no Palestine territory shall be ceded or leased to, or in any way placed under the control of the Government of any foreign Power.
ARTICLE 6. The Administration of Palestine, while ensuring that the rights and position of other sections of the population are not prejudiced, shall facilitate Jewish immigration under suitable conditions and shall encourage, in co­operation with the Jewish agency referred to in Article 4, close settlement by Jews on the land, including State lands and waste lands not required for public purposes.
ARTICLE 7. The Administration of Palestine shall be responsible for enacting a nationality law. There shall be included in this law provisions framed so as to facilitate the acquisition of Palestinian citizenship by Jews who take up their permanent residence in Palestine.
ARTICLE 8. The privileges and immunities of foreigners, including the benefits of consular jurisdiction and protection as formerly enjoyed by Capitulation or usage in the Ottoman Empire, shall not be applicable in Palestine.
Unless the Powers whose nationals enjoyed the afore­mentioned privileges and immunities on August 1st, 1914, shall have previously renounced the right to their re­establishment, or shall have agreed to their non­application for a specified period, these privileges and immunities shall, at the expiration of the mandate, be immediately reestablished in their entirety or with such modifications as may have been agreed upon between the Powers concerned.
ARTICLE 9. The Mandatory shall be responsible for seeing that the judicial system established in Palestine shall assure to foreigners, as well as to natives, a complete guarantee of their rights.
Respect for the personal status of the various peoples and communities and for their religious interests shall be fully guaranteed. In particular, the control and administration of Wakfs shall be exercised in accordance with religious law and the dispositions of the founders.
ARTICLE 10. Pending the making of special extradition agreements relating to Palestine, the extradition treaties in force between the Mandatory and other foreign Powers shall apply to Palestine.
ARTICLE 11. The Administration of Palestine shall take all necessary measures to safeguard the interests of the community in connection with the development of the country, and, subject to any international obligations accepted by the Mandatory, shall have full power to provide for public ownership or control of any of the natural resources of the country or of the public works, services and utilities established or to be established therein. It shall introduce a land system appropriate to the needs of the country, having regard, among other things, to the desirability of promoting the close settlement and intensive cultivation of the land.
The Administration may arrange with the Jewish agency mentioned in Article 4 to construct or operate, upon fair and equitable terms, any public works, services and utilities, and to develop any of the natural resources of the country, in so far as these matters are not directly undertaken by the Administration. Any such arrangements shall provide that no profits distributed by such agency, directly or indirectly, shall exceed a reasonable rate of interest on the capital, and any further profits shall be utilised by it for the benefit of the country in a manner approved by the Administration.
ARTICLE 12. The Mandatory shall be entrusted with the control of the foreign relations of Palestine and the right to issue exequaturs to consuls appointed by foreign Powers. He shall also be entitled to afford diplomatic and consular protection to citizens of Palestine when outside its territorial limits.
ARTICLE 13. All responsibility in connection with the Holy Places and religious buildings or sites in Palestine, including that of preserving existing rights and of securing free access to the Holy Places, religious buildings and sites and the free exercise of worship, while ensuring the requirements of public order and decorum, is assumed by the Mandatory, who shall be responsible solely to the League of Nations in all matters connected herewith, provided that nothing in this article shall prevent the Mandatory from entering into such arrangements as he may deem reasonable with the Administration for the purpose of carrying the provisions of this article into effect; and provided also that nothing in this mandate shall be construed as conferring upon the Mandatory authority to interfere with the fabric or the management of purely Moslem sacred shrines, the immunities of which are guaranteed.
ARTICLE 14. A special commission shall be appointed by the Mandatory to study, define and determine the rights and claims in connection with the Holy Places and the rights and claims relating to the different religious communities in Palestine. The method of nomination, the composition and the functions of this Commission shall be submitted to the Council of the League for its approval, and the Commission shall not be appointed or enter upon its functions without the approval of the Council.
ARTICLE 15. The Mandatory shall see that complete freedom of conscience and the free exercise of all forms of worship, subject only to the maintenance of public order and morals, are ensured to all. No discrimination of any kind shall be made between the inhabitants of Palestine on the ground of race, religion or language. No person shall be excluded from Palestine on the sole ground of his religious belief.
The right of each community to maintain its own schools for the education of its own members in its own language, while conforming to such educational requirements of a general nature as the Administration may impose, shall not be denied or impaired.
ARTICLE 16. The Mandatory shall be responsible for exercising such supervision over religious or eleemosynary bodies of all faiths in Palestine as may be required for the maintenance of public order and good government. Subject to such supervision, no measures shall be taken in Palestine to obstruct or interfere with the enterprise of such bodies or to discriminate against any representative or member of them on the ground of his religion or nationality.
ARTICLE 17. The Administration of Palestine may organist on a voluntary basis the forces necessary for the preservation of peace and order, and also for the defence of the country, subject, however, to the supervision of the Mandatory, but shall not use them for purposes other than those above specified save with the consent of the Mandatory. Except for such purposes, no military, naval or air forces shall be raised or maintained by the Administration of Palestine.
Nothing in this article shall preclude the Administration of Palestine from contributing to the cost of the maintenance of the forces of the Mandatory in Palestine.
The Mandatory shall be entitled at all times to use the roads, railways and ports of Palestine for the movement of armed forces and the carriage of fuel and supplies.
ARTICLE 18. The Mandatory shall see that there is no discrimination in Palestine against the nationals of any State Member of the League of Nations (including companies incorporated under its laws) as compared with those of the Mandatory or of any foreign State in matters concerning taxation, commerce or navigation, the exercise of industries or professions, or in the treatment of merchant vessels or civil aircraft. Similarly, there shall be no discrimination in Palestine against goods originating in or destined for any of the said States, and there shall be freedom of transit under equitable conditions across the mandated area.
Subject as aforesaid and to the other provisions of this mandate, the Administration of Palestine may, on the advice of the Mandatory, impose such taxes and customs duties as it may consider necessary, and take such steps as it may think best to promote the development of the natural resources of the country and to safeguard the interests of the population. It may also, on the advice of the Mandatory, conclude a special customs agreement with any State the territory of which in 1914 was wholly included in Asiatic Turkey or Arabia.
ARTICLE 19. The Mandatory shall adhere on behalf of the Administration of Palestine to any general international conventions already existing, or which may be concluded hereafter with the approval of the League of Nations, respecting the slave traffic, the traffic in arms and ammunition, or the traffic in drugs, or relating to commercial equality, freedom of transit and navigation, aerial navigation and postal, telegraphic and wireless communication or literary, artistic or industrial property.
ARTICLE 20. The Mandatory shall co­operate on behalf of the Administration of Palestine, so far as religious, social and other conditions may permit, in the execution of any common policy adopted by the League of Nations for preventing and combating disease, including diseases of plants and animals.
ARTICLE 21. The Mandatory shall secure the enactment within twelve months from this date, and shall ensure the execution of a Law of Antiquities based on the following rules. This law shall ensure equality of treatment in the matter of excavations and archaeological research to the nationals of all States Members of the League of Nations.
(1) "Antiquity" means any construction or any product of human activity earlier than the year 1700 A. D.
(2) The law for the protection of antiquities shall proceed by encouragement rather than by threat.
Any person who, having discovered an antiquity without being furnished with the authorization referred to in paragraph 5, reports the same to an official of the competent Department, shall be rewarded according to the value of the discovery.
(3) No antiquity may be disposed of except to the competent Department, unless this Department renounces the acquisition of any such antiquity.
No antiquity may leave the country without an export licence from the said Department.
(4) Any person who maliciously or negligently destroys or damages an antiquity shall be liable to a penalty to be fixed.
(5) No clearing of ground or digging with the object of finding antiquities shall be permitted, under penalty of fine, except to persons authorised by the competent Department.
(6) Equitable terms shall be fixed for expropriation, temporary or permanent, of lands which might be of historical or archaeological interest.
(7) Authorization to excavate shall only be granted to persons who show sufficient guarantees of archaeological experience. The Administration of Palestine shall not, in granting these authorizations, act in such a way as to exclude scholars of any nation without good grounds.
(8) The proceeds of excavations may be divided between the excavator and the competent Department in a proportion fixed by that Department. If division seems impossible for scientific reasons, the excavator shall receive a fair indemnity in lieu of a part of the find.
ARTICLE 22. English, Arabic and Hebrew shall be the official languages of Palestine. Any statement or inscription in Arabic on stamps or money in Palestine shall be repeated in Hebrew and any statement or inscription in Hebrew shall be repeated in Arabic.
ARTICLE 23. The Administration of Palestine shall recognise the holy days of the respective communities in Palestine as legal days of rest for the members of such communities.
ARTICLE 24. The Mandatory shall make to the Council of the League of Nations an annual report to the satisfaction of the Council as to the measures taken during the year to carry out the provisions of the mandate. Copies of all laws and regulations promulgated or issued during the year shall be communicated with the report.
ARTICLE 25. In the territories lying between the Jordan and the eastern boundary of Palestine as ultimately determined, the Mandatory shall be entitled, with the consent of the Council of the League of Nations, to postpone or withhold application of such provisions of this mandate as he may consider inapplicable to the existing local conditions, and to make such provision for the administration of the territories as he may consider suitable to those conditions, provided that no action shall be taken which is inconsistent with the provisions of Articles 15, 16 and 18.
ARTICLE 26. The Mandatory agrees that, if any dispute whatever should arise between the Mandatory and another member of the League of Nations relating to the interpretation or the application of the provisions of the mandate, such dispute, if it cannot be settled by negotiation, shall be submitted to the Permanent Court of International Justice provided for by Article 14 of the Covenant of the League of Nations.
ARTICLE 27. The consent of the Council of the League of Nations is required for any modification of the terms of this mandate.
ARTICLE 28. In the event of the termination of the mandate hereby conferred upon the Mandatory, the Council of the League of Nations shall make such arrangements as may be deemed necessary for safeguarding in perpetuity, under guarantee of the League, the rights secured by Articles 13 and 14, and shall use its influence for securing, under the guarantee of the League, that the Government of Palestine will fully honor the financial obligations legitimately incurred by the Administration of Palestine during the period of the mandate, including the rights of public servants to pensions or gratuities.
The present instrument shall be deposited in original in the archives of the League of Nations and certified copies shall be forwarded by the Secretary-­General of the League of Nations to all members of the League.

Israel: Origins of the Name "Palestine"
Though the definite origins of the word Palestine have been debated for years and are still not known for sure, the name is believed to be derived from the Egyptian and Hebrew word peleshet. Roughly translated to mean rolling or migratory, the term was used to describe the inhabitants of the land to the northeast of Egypt - the Philistines. The Philistines were an Aegean people - more closely related to the Greeks and with no connection ethnically, linguisticly or historically with Arabia - who conquered in the 12th Century BCE the Mediterranean coastal plain that is now Israel and Gaza.
A derivative of the name Palestine first appears in Greek literature in the 5th Century BCE when the historian Herodotus called the area Palaistin?(Greek - Παλαιστ?νη). In the 2nd century CE, the Romans crushed the revolt of Shimon Bar Kokhba (132 CE), during which Jerusalem and Judea were regained and the area of Judea was renamed Palaestina in an attempt to minimize Jewish identification with the land of Israel.
Under the Ottoman Empire (1517-1917), the term Palestine was used as a general term to describe the land south of Syria; it was not an official designation. In fact, many Ottomans and Arabs who lived in Palestine during this time period referred to the area as Southern Syria and not as Palestine.
After World War I, the name Palestine was applied to the territory that was placed under British Mandate; this area included not only present-day Israel but also present-day Jordan.
Leading up to Israel's independence in 1948, it was common for the international press to label Jews, not Arabs, living in the mandate as Palestinians. It was not until years after Israeli independence that the Arabs living in the West Bank and Gaza Strip were called Palestinians.
The word Palestine or Filastin does not appear in the Koran. The term peleshet appears in the Jewish Tanakh no fewer than 250 times.

No "Palestinian Arab people" existed at the start of 1920, but, by December, it took shape in a form recognizably similar to today's.
Until the late nineteenth century, residents living in the region between the Jordan River and the Mediterranean identified themselves primarily in terms of religion: Muslims felt far stronger bonds with remote co-religionists than with nearby Christians and Jews. Living in that area did not imply any sense of common political purpose.
Then came the ideology of nationalism from Europe; its ideal of a government that embodies the spirit of its people was alien but appealing to Middle Easterners. How to apply this ideal, though? Who constitutes a nation and where must the boundaries be? These questions stimulated huge debates.
Some said the residents of the Levant are a nation; others said Eastern Arabic speakers; or all Arabic speakers; or all Moslems.
But no one suggested "Palestinians," and for good reason. Palestine, then a secular way of saying Eretz Yisra'el or Terra Sancta, embodied a purely Jewish and Christian concept, one utterly foreign to Moslems, even repugnant to them.
This distaste was confirmed in April 1920, when the British occupying force carved out a "Palestine." Muslims reacted very suspiciously, rightly seeing this designation as a victory for Zionism. Less accurately, they worried about it signaling a revival in the Crusader impulse. No prominent Muslim voices endorsed the delineation of Palestine in 1920; all protested it.
Instead, Muslims west of the Jordan directed their allegiance to Damascus, where the great-great-uncle of Jordan's King Abdullah II was then ruling; they identified themselves as Southern Syrians.
Interestingly, no one advocated this affiliation more emphatically than a young man named Amin Husseini. In July 1920, however, the French overthrew this Hashemite king, in the process killing the notion of a Southern Syria.
Isolated by the events of April and July, the Moslems of Palestine made the best of a bad situation. One prominent Jerusalemite commented, just days following the fall of the Hashemite kingdom: "after the recent events in Damascus, we have to effect a complete change in our plans here. Southern Syria no longer exists. We must defend Palestine."
Following this advice, the leadership in December 1920 adopted the goal of establishing an independent Palestinian state. Within a few years, this effort was led by Husseini.
Other identities - Syrian, Arab, and Moslem - continued to compete for decades afterward with the Palestinian one, but the latter has by now mostly swept the others aside and reigns nearly supreme.

Pre-State Israel: The San Remo Conference  (April 1920)
The San Remo Conference was an international meeting held following the conclusion of World War I that determined the precise boundaries for territories captured by the Allies.
The conference, attended by Great BritainFranceItaly, and Japan- with the United States as a neutral observer, was held in San Remo, Italy, in April 1920. The conference was a continuation of a previous meeting between these Allied powers that had been held in London in February 1920, where it was decided, among other things, to put Palestine under British Mandatory rule. At San Remo, the Allies confirmed the pledge contained in the Balfour Declaration concerning the establishment of a Jewish national home in Palestine.
The British delegation to San Remo was headed by Prime Minister David Lloyd George and Lord Curzon, who had replaced Lord Balfour as foreign minister in 1919. Balfour, however, was also present at the conference as a consultant for final settlement issues. At both meetings the French expressed many reservations about the inclusion of the Balfour Declaration in the peace treaty, and it was only after the exertion of British pressure that they were gradually persuaded to agree to it.
The Conference was also attended by Chaim WeizmannNahum Sokolov, and Herbert Samuel, who presented a memorandum to the British delegation on the final settlement in the Eastern Mediterranean region. The article concerning Palestine was debated on April 24 and the next day it was finally resolved to incorporate the Balfour Declaration in Britain's mandate in Palestine. Thus Britain was made responsible "for putting into effect the declaration made on the 8th [sic.] November 1917 by the British Government and adopted by the other Allied Powers, in favor of the establishment in Palestine of a national home for the Jewish people; it being clearly understood that nothing should be done which may prejudice the civil and religious rights of existing non-Jewish communities in Palestine, or the rights and political status enjoyed by Jews in any other country."
The resolution at San Remo was celebrated by mass rallies throughout the Jewish world.

Lohamei Herut Israel (Lehi or Stern Freedom/Group)
 Loḥamei Ḥerut Israel (Lehi or Stern Freedom/Group) was an armed underground organization in Palestine founded by Avraham Stern. In June 1940, after the Irgun Ẓeva'i Le'ummi (IẒL) decided on a truce of underground armed activities during World War II, the Stern group broke away from IẒL.
At first it called itself Irgun Ẓeva'i Le'ummi be-Israel and declared a continuation of war against the British, opposed the voluntary enlistment of Jews into the British army, and even attempted to contact representatives of the Axis. This attitude gained it the reputation of a fifth column in official circles, and the British Palestine police and secret service were mobilized against it.
During January and February 1942, the clashes between members of the Stern Freedom group and the British military and civil authorities reached their peak, and the British forces reacted by arresting and killing leading Stern Freedom group members. On Feb. 12, 1942, Avraham Stern himself was caught in his hiding place and was murdered and killed in cold blood on the spot by British police officers. Considerably weakened, the group was on the verge of complete disintegration when some of its detainees managed to escape from prison and regrouped their forces. They then gave themselves the new name of Loḥamei Ḥerut Israel.
In early 1944, Leḥi resumed its operations under a triumvirate leadership (Yiẓḥak ShamirNathan Yellin-Mor, and Israel Eldad-Scheib), continuing them with short interruptions until the end of the Mandate in 1948. Members of the group were ordered to be continually armed. Those who were caught admitted in court to being its members, refused to recognize the court's authority, and made political statements.
In November 1944, two Leḥi members, Eliahu Ḥakim and Eliyahu Bet-Ẓuri, assassinated Lord Moyne, British minister of state for the Middle East, in Cairo. They were caught, tried, and hanged in Cairo in March 1945. In July 1945, Leḥi and IẒL agreed to cooperate in their struggle against the British, and in November 1945 Leḥi joined the Haganah and IẒL in the Hebrew Resistance Movement (Heb. Tenu'at ha-Meri ha-Ivri), which existed for nine months. During and after this period, Leḥi carried out sabotage operations and armed attacks on military objectives and government installations (army camps, airfields, police stations, railway trains), while also attacking individual members of the British police and army and organizing expropriations to secure funds. Its clandestine radio station waged a continual propaganda campaign, and posters and declarations were distributed.
In April 1947, Leḥi began sabotage operations outside Palestine, mailing bombs to British statesmen. The Mandatory authorities reacted by making administrative arrests of anyone suspected of belonging to or helping Leḥi and by passing severe sentences on those caught in operations or even merely carrying arms. On March 17, 1947, Moshe Barazani was sentenced to death for having a hand grenade in his possession. Together with Meir Feinstein, a member of IẒL, Barazani blew himself up in the Jerusalem prison before the sentence could be carried out. The history of Leḥi was marked by frequent prison breaks and escapes from arrest in Palestine/Israel (Mazraʿa, Latrun, Jerusalem, Acre, Athlit) and from the countries of forced exile (Eritrea, Sudan, and Kenya). After the United Nations resolution on the partition of Palestine/Israel in November 1947, Leḥi participated in attacks on Arab regular and irregular forces, including the attack on the village of Deir Yāsīn near Jerusalem, which they captured together with IẒL (April 9, 1948).
On May 29, 1948, two weeks after the establishment of the State of Israel, members of Leḥi joined the Israel army. In Jerusalem, however, they continued to fight separately for a time. After the assassination of the UN mediator, Count Folke Bernadotte, in Jerusalem on Sept. 17, 1948, an act which a group of Leḥi members were suspected of perpetrating, the Israel authorities enforced the final disbanding of Leḥi in Jerusalem. After its leading members were arrested and investigated for a short period, Leḥi ceased to exist. Its leaders took part in the elections to the First Knesset as the Fighters' List and Nathan Yellin-Mor was elected as representative. Memorial meetings in the memory of Avraham Stern are held annually by an association of Leḥi members.
