Hotel Fast replaced by The Jerusalem Pearl Hotel in 1996 by the Draiman family

This value concerns a hotel that operated in Jerusalem from the end of the 19th century. If you mean anything else, see Fast
Fast Hotel (Hotel Fast) was operated hotel in Jerusalem starting in 1891 . The hotel was demolished in 1975 and replaced by the Pearl of Jerusalem Hotel

History

The structure of the hotel was built on the lands of the Armenian Patriarchate and initiated by the Patriarchate, with the aim of creating a source of income. The building was designed by German-Templar architect Theodor Sandel , who built a three-story building on the plot, taking advantage of the full extent of the plot. At the center of the hotel was a patio with a garden.
The building was decorated with arches on the first floor, and the entrance of the hotel was decorated with columns in the style of June. The second floor above the facade was adorned with Corinthian style and the upper floor was decorated in Dori style. The building was decorated with the symbol of the Armenian Patriarchate, financing the construction of the building. The hotel included a restaurant, a tea room for afternoon tea , and on the first floor of the building rented areas for souvenir shops, photography agency and travel agency , as well as the Italian post office .
The hotel had 100 rooms around a central corridor - half of the rooms faced the street, and half turned into the inner courtyard. All rooms had heating and running water, but only a minority of the rooms had private bathrooms.
After its construction, the hotel was called "Hotel Howard" after its manager, Iskander Awad, known by its foreign name - Alexander Howard, and later renamed "Hotel Du Park". In 1907 he rented the hotel Avraham Fast , one of the leaders of the Templar community in the city, and changed the name of the hotel to the Hotel Fast. During the First World War , they were hosted by the German Military Officers Hotel, which advised the Ottomanarmy .
With the conquest by the British and the beginning of the British Mandate was renamed in Hotel "Allenby" and is directed by George Barsky (Administrator hotels included Palatin Hotel in Tel Aviv and Mount Carmel Hotel inHaifa and several years even though the Palace , Also in Jerusalem).
Starting in the 1920s , a kosher kitchen was opened in order to bring Jewish customers to the hotel. In 1929 , the Fast family (who returned from exile in Egypt) managed the hotel - and in effect the hotel was managed by Avraham Fast's two sons - Hermann and Friedrich Fast.
In the 1930s , part of the hotel served as the consulate of Nazi Germany and the building was decorated with a swastika flag With the outbreak of World War II , the Fast family (like the rest of the Templers ) were transferred to camps in the Galilee and later deported from the country. The hotel became a club for Australian soldiers , and later a hostel and canteen operated by the Church of Scotland . After the end of the war until 1948, the hotel served as the Ministry of Trade and Industry of the British Mandatory Government.
At the end of the War of Independence , the border between Jordan and Israel crossed the eastern hotel wall, but the entire hotel remained in Israeli territory. In the 1950s , the building served as a residence for new immigrants, but because of the proximity to the border, the population lived in a low socioeconomic status. In 1967 , after the unification of the city it was decided to demolish the hotel.
The hotel remained abandoned from 1967 until its demolition in 1975 . [1]

Structure

The structure of the hotel was designed by the architect Eldar Sharon , with maximum utilization of the building percentages in the area, due to many planning constraints. In fact, the Pearl of Jerusalem is the same size as the ground-floor Hotel Fast. The hotel was four stories high above the ground, the height of the Fast Hotel, due to the height of the northwestern corner of the Old City wall - the hotel had to be lower than the wall. In order for the hotel to have sufficient space, four underground floors were built, containing parking lots, banquet halls and dining rooms, as well as a swimming pool .

The facades of the hotel combine glass surfaces with stone columns (since the municipal bylaws of Jerusalem require that each building have stone walls ).

The hotel was established in the 1990's by the Jerusalem Enterprises owned by the Draiman family. A few years later, the company encountered financial difficulties and the structure was offered for sale by Discount Bank as part of the liquidation process. In 2007 the building was purchased by a French company and one of the French partners was killed - but the building was not occupied or used. For 16 years the building has been abandoned and orphaned - it is one of the central and important tourist spots in Jerusalem, opposite the walls of the Old City.
"After many years in which the building was empty and over the years became a municipal hit, the plan we are promoting is creating a tourist gem in the center of Jerusalem, opposite the city walls and near a light train station," said Shira Talmi-Babai.

The owners of the Dan Pearl Jerusalem Hotel in Jerusalem are seeking to terminate the management contract with the Dan chain

The court issued a temporary injunction against the termination of the contract until arbitration

The owners of the Jerusalem Pearl Hotel, Jerusalem Enterprise, controlled by the Draiman family of Chicago, USA, are seeking to terminate their management contract with Dan Hotels, claiming that the acquisition of the Radisson Jerusalem Hotel by the Dan chain constitutes a conflict of interest with Pearl Jerusalem Management Dan, and the management of the hotel does not bring them profits.
To the Dan Jose Management Hotel chain until 2003. The agreement was signed in 1996 for seven years, according to which Dan receives about $ 250,000 a year as management fees, and up to 10% of the profits. The owners of the hotel claim that in its three years of operation the hotel did not earn, and that a year ago they signed a management agreement with another chain.
Dan Hotels appealed to the Jerusalem District Court, and last week the temporary injunction was extended, according to which Dan Hotels will continue to manage the hotel until arbitration on the subject. The action before the arbitrator will be filed within a week, and until then the order issued will be preserved.
District Court Judge Ruth Or determined that the signing of another agreement by the Dan Pearl owners constitutes a lack of good faith, and that the unilateral termination of the management agreement, as it was done, would damage Dan Hotels' reputation and inappropriate behavior by the owners.
Or issued a temporary injunction forbidding the owners of the hotel to make any change in the existing situation under the management agreement, and to allow the Dan chain to continue managing it according to an agreement signed between them.
Or stated that the owners of the hotel did not behave honestly towards Dan Hotels, and that they would like to benefit from Dan Hotels' publication for the year 2000, which is expected as a year of increased tourism without paying Dan Hotels what is due to it according to the management agreement.
The Dan chain began managing the hotel in 1996, but was involved in its construction and renovation since 1990. The hotel has 40 rooms and 46 suites, located on floors 7-9 of the building. 22 suites were sold to foreign residents. More in the project, swimming pools, health club, restaurant, dining rooms and events and lobby. The hotel is located on a 5-4 star level and records an average occupancy of about 60%.

A temporary liquidator for the owners of the Dan Pearl Jerusalem in Jerusalem; Debt to Discount - NIS 170 million

The Supreme Court rejected an appeal by Jerusalem International regarding the decision to dissolve the district

JERUSALEM - The Jerusalem District Court today ordered the appointment of a temporary liquidator for Jerusalem International, owner of the Dan Pearl Hotel in Jerusalem. The company is owned by the Draiman family.
The order was issued following a decision by Supreme Court Justice Eliezer Rivlin, who rejected the company's request to allow it to appeal the decision of the President of the Jerusalem District Court, Radimus Zeiler, to appoint a temporary liquidator.
The order was issued at the request of Discount Bank, which claims that the company owes it NIS 170 million. The company claimed that it had to repay only part of the debt. Zeiler agreed last September at the request of the bank, which was filed by attorneys Roni, Ofer Feinstein and Yair Green.
Zeiler rejected the decision, in order to allow the company to request permission to appeal to the Supreme Court, and Zeiler set an interim procedure according to which the owners deposited NIS 2 million in the hands of attorney Haim Samet to cover operating losses. At the same time, CPA Eyal Handler of the Brightman-Almagor firm was appointed as a checker on expenses, in order to enable the hotel to continue operating.
On Tuesday, the Supreme Court rejected the request for permission to appeal, and today Zeiler decided that the liquidation should take effect immediately. Feinstein announced that within 30 days a meeting of creditors would be convened.
Rivlin noted in his decision that the District Court will reconsider the question of liquidation if Jerusalem International expresses a genuine willingness to repay a debt that is not in dispute. It was further stated that the Bank expressed willingness to withdraw the liquidation request under certain conditions.

Dan Pearl Jerusalem Hotel in the heart of the capital: the abandoned pearl of Jerusalem

The court has rejected the municipality's request to demolish it: "The law does not impose a maintenance obligation on the owner of the building"

The Pninat Dan Jerusalem Hotel , which has stood for 15 years as a white elephant in the heart of Jerusalem , will not be demolished despite the Jerusalem municipality 's requests to demolish it, the Jerusalem District Court recently rejected a request by the municipality to issue a demolition order for the hotel.
The hotel  was built in the 1990's on a private plot designed for hotels, at the intersection of King Solomon and Jaffa streets in the Mamilla neighborhood, not far from the luxury hotels of Waldorf Astoria and in any case were built next to the Tower of David and the walls of the Old City. The hotel was built by Jerusalem Enterprises owned by the Draiman family, which includes four floors above a parking space and 15,000 square meters, and served for years as a hotel, but the company was later exposed to difficulties and was offered for sale by Discount Bank under liquidation The company closed in 2007. In 2007, the company acquired Davies, owned by French Jewish entrepreneurs, and since then it has been empty.
The Jerusalem Municipality applied to the local affairs court to allow it to issue a demolition order for the hotel and to include the costs of demolition on the developers.
The state submitted the request in the framework of a criminal proceeding, arguing that it was one of the most serious cases encountered by the municipal enforcement system. According to the municipality, in 2010 the developers intentionally carried out works that rendered the property uninhabitable, such as uprooting a floor, destroying interior ceilings and acoustic ceilings, in order to receive an exemption from municipal taxes. The representatives of the collection department conducted a tour of the property and indeed granted the developers an exemption from municipal taxes in 2010. In addition, the property has suffered from neglect for years, exposing the skeletal beams of the skeleton, resulting in corrosion and decay.
It was further claimed that the work carried out in conjunction with the neglect of the building for years damaged the construction and even damage to the exterior of the building reflected in the fall of stone cladding. Another condition that the municipality contends is that the purpose of the demolition is the public interest, since this is a huge, abandoned, dangerous and neglected building in one of the most important areas in Jerusalem, which obscures the appearance of the city.
According to the municipality, leaving the hotel in its current state constitutes a deviation from a permit, since the purpose for which the permit is issued is no longer implemented. "A situation has been created whereby the building has been abandoned for a period of 15 years and is dangerous and constitutes a serious environmental hazard," the municipality said. The very existence of an abandoned, uninhabited building is a public risk because of the possibility of entering the building, which attracts homeless people and constitutes a serious environmental nuisance.
The municipality added that over the years, negotiations were held between the entrepreneurs and municipal officials in order to use the building for the benefit of external cultural bodies, but the contacts did not succeed.
Promoting a new program
On the other hand, the entrepreneurs, through Adv. Sharon Petel and Lital Wolfowitz of Herzog Foxman Neeman, argued that this is an extreme request to demolish a 15,000 square meter building that was built without a building offense. The developers also note that in 2007 they purchased the property in a very poor physical condition, with some of its installations not being usable, and an investment of millions of shekels was required in order to renovate it. In addition, the developers worked to promote the construction of the project and initially requested a building permit for the construction of a hotel in accordance with the existing planning situation, and at the same time they requested the Ministry of Tourism to receive a grant for the establishment of a hotel. In September 2012 the local committee even granted a permit for a new hotel, but the developers already believed that there was no economic feasibility for such construction. Therefore, they submitted a request for additional floors to the existing building and the addition of hotel rooms. Since the Jerusalem Municipality refused to approve additional floors, the developers began promoting a new plan for the hotel and residences without reducing the area of the hotel. This alternative was presented to the District Committee in May 2015 and is being promoted today.
They further argue that a demolition order should not be allowed for the building since no building offense has been committed, even if the property is not suitable for use.
As for the public interest, the entrepreneurs claim that the building is guarded every day, except for Saturdays, and outside the hours of guarding the building is locked and closed and does not provide refuge for the homeless. On the outside, the interior works performed on it do not affect its external appearance. According to the developers, the building is integrated into the building characteristics in Jerusalem and is magnificent and impressive. On the other hand, the demolition of the building will damage the property of the developers disproportionately. According to them, the municipality did not provide any engineering opinion that proves that the building is dangerous, and even if it was dangerous it is not grounds for demolition because it is possible to carry out work to remove the danger.
The court for local affairs, Sigal Albo, rejected the municipality's request and accepted the entrepreneurs' position. She added that although the exposed iron beams can be seen on the tour, it can not be concluded that the work damaged the building's skeleton.
Albo also determined that the renovation and neglect of the building and the lack of use of it for years are not a deviation from the permit, since this is not an active action as determined by the language of the law and the interpretation of the criminal law. "The neglect of the building over the years does not constitute a building offense, since the law does not impose on a building owner a duty to maintain the property," stated Albo. "If the neglect of the property causes the building to become dangerous or a hazard then the Authority has tools in the bylaws that are intended to deal with dangerous structures or hazards." Albo was spending NIS 2,500 on the municipality.
The Jerusalem Municipality said: "The building of the old Dan Pearl Jerusalem Hotel is located opposite the walls of the Old City, in one of the most historic, historic and tourist spots in Jerusalem ... The building remains deserted due to planning disagreements between owners and the municipality. In the planning order and in the skyline of the Old City.) The municipality has tried in the past and is currently trying to reach agreements with the owners of the property on the temporary occupancy of the building, its renovation or new construction in its place. The municipality will act by all available means At its disposal, including appeals to higher courts or parallel courts, in order to remove the heavy blow that harms the city. "
